Crown
Copyright Licensing
All materials produced by the Fire Service College are Crown
copyright. As a Trading Fund, the Fire Service College holds a
Delegation of Authority from the Controller of HMSO which permits
us to license the re-use of our Crown copyright materials. Our statement of public task
outlines the types of information that are available for re-use. We
have put systems in place to enable others to re-use our materials
wherever possible.
We comply with the requirements of the Re-use
of Public Sector Information Regulations 2005 and the Fire
Service College is accredited to the Information Fair Trader Scheme
(IFTS), which ensures that we license information for re-use in an
open, fair and transparent manner. The Chief Executive has signed a
commitment to the IFTS
principles.

Licensing Course Materials
So far only a limited number of course materials have been
licensed for re-use. Each request is considered first on whether
the course has been through the College's quality assurance
processes, whether the materials follow current practice and if
there are any health & safety or security issues that need to
be addressed. This process seeks to ensure that the materials we
licence for re-use are fit for the purpose.

Course materials produced by the Fire Service College
are Crown copyright materials and anyone wishing to re-use any
course materials must first obtain a licence to do so.
Prices
The standard price for the re-use of text materials is
£50 per A4 page of text for commercial re-use. This
normally includes the cost of supplying the materials. There may
also be a charge for tables, illustrations and diagrams within the
text. Please see our Crown copyright licence charges for further details.
In some cases it may be more appropriate to charge royalties for
the re-use of course materials. The cost of supplying the materials
is not included in the licence fees. Please see our Crown copyright

LICENSES FOR OTHER ORGANISATIONS TO DELIVER FIRE SERVICE
COLLEGE COURSE MATERIALS
To support interoperability and the use of quality assured
course materials by other oganisations, the Fire Service College
has started to provide licenses for the re-use of selected course
materials.
All course materials produced by the Fire Service College are
Crown copyright. As a Trading Fund, the College holds a delegation
of authority from the Controller of HMSO that permits us to licence
the re-use of our Crown copyright materials. We are now making the
following materials available for others to re-use under
licence:

& Rescue Services where an officer has successfully completed
the Breathing Apparatus Intructor course with the NBAR

Course Materials available for Free Re-Use:
The QA Toolkit is now available for free re-use
under the new
Free Re-use Licence. You must print off a copy of the Licence
before using the Toolkit. PLEASE NOTE: Any re-use of the QA Toolkit
signifies your acknowledgement of and agreement to the terms &
conditions of the Licence.

When re-using course materials under licence from the Fire
Service College, you are always required to acknowledge the
ownership of the materials. We normally ask that the following
statement is used:

► How
can I make a request for a licence?
To request a licence to re-use FSC's Crown copyright materials,
please complete and return a
request form providing as much detail as possible. You can
email the form or, if you prefer, the form can be posted to:
Information Services Manager, Licensing Dept, the Fire Service
College, London Road, Moreton in Marsh, Gloucestershire GL56 0RH,

What does the FSC do when it receives a
request?
Once your request for a licence has been received, it will be
dealt with in the following way: Whenever possible, your request
will be acknowledged within 5 working days via email, telephone or
letter. Your request will be considered by us and wherever
possible you will be informed in writing of the decision and any
fees within 20 working days of your request.
If your request is accepted and you wish to proceed, a
licence agreement will be drafted and sent to you. This should be
signed and returned to us.
The licence agreement will be signed on behalf of the
College and a signed copy will be sent to you with the
materials.
Information about the licence and the licensee will be
entered onto a database. The information that is provided by the
licensee will only be used for licensing purposes and will not be
shared with other organisations.
For a simple request, such as the licensing of
photographs, this process will be much quicker than that detailed
above and can usually be completed within 5 working days.

Can my request be refused and why?
Once considered, any reasons found for refusal will include one
or more of the following:
- The Fire Service College is unable
to guarantee that the materials meet current legal requirements
and/or Health and Safety legislation.
2. The materials requested
contain extracts with copyright owned by a
third party, and the exclusion of
these extracts from the whole would damage the integrity of the
materials.
3. The applicant is unable to meet Health and
Safety obligations implicit in the materials.
4. The
standards/quality of delivery of materials has not been proven by
the applicant; e.g. competence of trainers has not been proven, or
equivalent training facilities are not available.
► How much will a
licence cost?
Whether your licence request incurs a fee very much depends on
what material you wish to re-use and how use wish to re-use it;

Why does the College make charges?
The College is a trading fund and therefore has to cover its
costs and make a return on investment. When it licences materials
for re-use it makes a decision on what to charge based on the costs
to the College of developing the materials and any administration
costs in licensing materials. For more information see licence pricing.

What's the difference between commercial and non-commercial
charges?
The difference between commercial and non-commercial charges for
a licence depends on the kind of use that the licensee intends for
the materials. If you are intending to charge for the end product,
then this is classed as "commercial" use, or where it is being used
to sell a product (e.g in marketing materials). Non-commercial
means not intended for or not directed towards commercial advantage
or private monetary compensation. A non-commercial use will
include for internal use within an organisation and where your
product is provided free of charge as a service to others. Please
ask if you are not sure what charge will be applied.
► Why is FSC
Crown Copyright not covered in the Open Government
Licence?
The materials created by FSC employees are Crown copyright. As a
trading fund FSC has been granted a "delegation of authority" by
the Controller of HMSO for its Crown copyright materials. This
means that we are responsible for our own intellectual property,
including Crown copyright materials, and can licence its re-use by
others.
The FSC is accredited to the Information Fair Trader Scheme.
This scheme is managed by the Office of Public Sector Information
(OPSI) to ensure that public sector bodies, particularly those who
create Crown copyright materials, are complying with the Re-use of
Public Sector Information Regulations 2005.
► What
Photographs are available?
We have put together a selection of thumbnail pictures of
photographs available for re-use. If you see one or more that
suit your requirements, please fill in the request form giving the identification number
of the thumbnail(s) that you require. If you cannot see a
photo that is suitable for your needs please give a detailed
description of what you require on the request form and we will do
our best to accommodate you.

How do I make a complaint?
If you are unhappy with the outcome of a request for a licence
to re-use Crown copyright material, you should write to:

We aim to acknowledge receipt
of your complaint within two working days. Your
complaint will then be investigated fully before we provide you
with a written response. The length of time taken to receive a
response will vary, depending on the complexity and nature of the
complaint.
If you are dissatisfied with the outcome of the College
complaints process, you have the right to refer your complaint to
the Office of Public Sector Information. You can find

Your complaint must be in writing, be no longer than 2000 words
and you will have to provide a copy of the College's written answer
